    DOES IT PAY TO GET AN A? SCHOOL RESOURCE ALLOCATIONS IN RESPONSE TO ACCOUNTABILITY RATINGS

    This paper examines whether school districts, and individual schools, respond to ratings from the accountability system by reallocating resources across or within schools. Our empirical work follows three identification strategies, a regression discontinuity for schools on the rating boundaries, a “rating shock” analysis for schools that face a change in rating when the state changed its accountability system, and a school fixed effects strategy. We find that school districts provided incentives for their schools to achieve higher ratings under the early accountability system, but under the later system they appear to have abandoned this strategy. In addition, the rating shock results suggest that some effort was directed towards assisting lower performing schools under the new regime. Finally, we find that in the early period incremental funds were used as much for ancillary purposes as instruction.

    T1 Magnetic Resonance Imaging Head Segmentation for Diffuse Optical Tomography and Electroencephalography

    Accurate segmentation of structural magnetic resonance images is critical for creating subject-specific forward models for functional neuroimaging source localization. In this work, we present an innovative segmentation algorithm that generates accurate head tissue layer thicknesses that are needed for diffuse optical tomography (DOT) data analysis. The presented algorithm is compared against other publicly available head segmentation methods. The proposed algorithm has a root mean square scalp thickness error of 1.60 mm, skull thickness error of 1.96 mm, and summed scalp and skull error of 1.49 mm. We also introduce a segmentation evaluation metric that evaluates the accuracy of tissue layer thicknesses in regions of the head where optodes are typically placed. The presented segmentation algorithm and evaluation metric are tools for improving the localization accuracy of neuroimaging with DOT, and also multimodal neuroimaging such as combined electroencephalography and DOT

    Evaluation of on-board hydrogen storage methods for hypersonic vehicles

    Hydrogen is the foremost candidate as a fuel for use in high speed transport. Since any aircraft moving at hypersonic speeds must have a very slender body, means of decreasing the storage volume requirements below that for liquid hydrogen are needed. The total performance of the hypersonic plane needs to be considered for the evaluation of candidate fuel and storage systems. To accomplish this, a simple model for the performance of a hypersonic plane is presented. To allow for the use of different engines and fuels during different phases of flight, the total trajectory is divided into three phases: subsonic-supersonic, hypersonic and rocket propulsion phase. The fuel fraction for the first phase is found be a simple energy balance using an average thrust to drag ratio for this phase. The hypersonic flight phase is investigated in more detail by taking small altitude increments. This approach allowed the use of flight profiles other than the constant dynamic pressure flight. The effect of fuel volume on drag, structural mass and tankage mass was introduced through simplified equations involving the characteristic dimension of the plane. The propellant requirement for the last phase is found by employing the basic rocket equations. The candidate fuel systems such as the cryogenic fuel combinations and solid and liquid endothermic hydrogen generators are first screened thermodynamically with respect to their energy densities and cooling capacities and then evaluated using the above model
